A spokeswoman for Mr Thwaites later said hospitals went on ambulance bypass in two-hourblocks by alerting the metropolitan ambulance service they no longer had the capacityto take in emergency patients.
Patients were taken to the nearest available hospital, usually a public hospital.
She said when public hospitals went on ambulance bypass they still admitted categoryone emergency patients, the most urgent cases.
